THE BRATTLE GROUP
The Committee on Energy and Commerce is investigating ways to free up a potentially productive block of spectrum in the 700 MHz band that is now used to provide traditional broadcast television.

MCDERMOTT WILL & EMERY
After nearly two years of effort, Congress has finally succeeded in passing its long-anticipated omnibus energy bill. The “Domenici-Barton Energy Policy Act of 2005” – which was signed into law by President Bush on August 8, 2005 – seeks to bring about broad reforms throughout the energy sector, including electricity generation and transmission and the operation of the nation’s power grid.

BAKKEN, HAUSEN, GJERMUNDROD, BOSE
With the increase in the monitoring of status data at very high rates in high voltage substations and the ability to time synchronize these data with GPS signals, there is a growing need for transmitting this data for monitoring, operation, protection and control needs.

RED HERRING RESEARCH
Water has presented itself as one of the most important socio-political issues of our time. According to the United Nations, one in five people do not have access to safe drinking water, amounting to over 1.2 billion people world wide.

AT&T
Enterprises around the world are moving decisively to converged IP networks. Nearly half of senior executives in a global survey conducted by the Economist Intelligence Unit for AT&T say that IP convergence has been implemented in all or most of their business, nearly double the number recorded in the same 2005 survey.

THOMAS WEISEL PARTNERS
We see an attractive long-term secular trend for investors to capitalize on over the coming 20–30 years as today’s underinvested and technologically challenged power grid is modernized to a technology-enabled smart grid. In particular, we see an attractive opportunity over the next three to five years to invest in companies that are enabling this transformation of the power grid.

FERC (FEDERAL ENERGY REGULATORY COMMISSION)
The level of and interest in electric demand response and advanced metering increased significantly beyond the activities discussed in the first report by the staff of the Federal Energy Regulatory Commission.

IDAHO NATIONAL ENGINEERING AND ENVIRONMENTAL LABORATORY
This report presents a review and comparison (commonality and differences) of two oil and gas segment cyber security standards and an internationally recognized information security standard. The comparison identifies security areas that are covered by each standard and reveals where the standards differ in emphasis.

RICK A. SCHMIDT, POWER SYSTEM ENGINEERING
Discussion of: approaches for communication projects, common utility applications requiring communications infrastructure, media alternatives and matching communication media with applications.

GAO (U.S. GOVERNMENT ACCOUNTABILITY OFFICE)
Critical infrastructure control systems face increasing risks due to cyber threats, system vulnerabilities, and the serious potential impact of attacks as demonstrated by reported incidents.

DOE OFFICE OF ELECTRICITY DELIVERY AND ENERGY RELIABILITY
This document is a compilation of the activities and initiatives concerning control system security that are influencing the standards process in the development of secure communication protocols and systems.

ALOHA PARTNERS
Aloha estimates that the 700 MHz auction could generate between $20 billion to $30 billion for the U.S. Treasury.

THE BRATTLE GROUP
The industry faces an immediate problem. Demand for electricity continues to soar in the United States, pushed along in the short term by events such as last year’s heat storm that broke records in every region of the country and in the long term by the continuing expansion and electrification of the US economy.

IEEE
The purpose of this Guideline Technical Paper is to provide a summary of the different communications technologies available for use or application with EMS/SCADA system projects. All of the various communication media are addressed with a brief description along with tables of the Advantages and Disadvantages of each and recommendations for choosing the most appropriate communication technology.

GLOBAL ENVIRONMENT FUND
In a world increasingly concerned about the price, availability and environmental consequences of conventional energy supplies, the electrical power industry stands on the cusp of a profound transition.

AT&T
As networking evolves to meet sophisticated communications needs, enhanced application performance becomes a strategic priority for most enterprises. To support the complexity associated with changing application requirements, many businesses are responding by converging multiple networks onto a single IP/MPLS network.
